I am fairly certain that they have to get govt permission to re-open. A friend of mines wife owns a bar in TJ and they have get govt permission.

I guess the question is are they reopening with the city's permission. Or they they going to open back up just because they want to, and without the proper permission. They've done that a couple times already, and ended up getting shut down by the city a couple days later. I have never once paid to park in a lot & never had any problems with crimes. I usually park by Border village drive. There is a cul-de-sac where I normally park. I had car towed about a year ago however. The car tow was a scam. I was parked on a dead end street and there was some gravel on the side. The tow truck employee claimed that I was parked on private property. They even tried to claim that a no parking sign like you see in parking lot applied to the street. I was going to fight it. But the city maps did not clearly show where the property line was. The other problem is that the burden is on you to prove that the towing company was at fault.

You won't have any problems parking in a legit lot at the border on the USA Side. When they started construction in 2016 and took away a lot of the parking lots at the border I started parking on the streets in San ysidro. Never had an issue. My trips would range from a few hours to as long as an overnighter. Never got broken into, never got a ticket. Wherever you park make sure it's a legal spot and don't leave any valuables in the car. Apparently Mexico is open for domestic travel. I checked out flights for end of Oct. , round-robbin flights TIJ-MEX-CUN-GDL-MTY-TIJ all for $230, all nonstop flights, mostly on A321 by VIVABUS. Car rentals are $2-5 at airport. They would try to upsell expensive insurance, but my credit cards all have CDW al over the world. The border crossing is suppose to be restricted, but it's been loosely enforced. It really depends on the time of day, and the mood of the person you meet crossing both ways. The Mexican agents usually don't care as long as you give them a decent answer. Although saying that you're crossing for medical related appointment at 8 pm on a Friday night is clearly a lie. The American agent can sometimes give you a bunch of grief, and if you piss them off, you may end up in the secondary screening. They'll usually end up telling you that you did a bad thing crossing for no real reason, and end being stuck there for several hours as they screen you.

Prostitutes should be allowed to conduct business how and where not violating the rights of the community. Their trade should be made legal and regulated, protected and taxed like all other businesses.

May be some women groups in a liberal county like San Francisco can take the leadership role and drive a change in state laws for the sake of their oppressed sisters.
