I am not an expert but I have my own personal "method" - like OnTheGoInMco's post a few below, I have made mistakes of settling on the first girl I see or like plenty of times and bringing them straight upstairs. Definitely a legit agency that has been around for years. The handler speaks English and is great to work with. Next to the parking lots on the American side there are always guys offering taxi rides to Tijuana. If you hop in and ride with them, it is extremely rare that they ever get stopped at all, they just drive across and drop you at Hong Kong. Cost is $20-$50 depending on time of day and if they can get other people to carpool with you. Go when the border crossing heading south is not busy (ie. Not around rush hour).
