How do you plan to prove citizenship and hoping to take only "a couple hours" without the requested forms of identification to speed up your process? Bring a passport, there's no reason not to, especially if you wish to get back sooner than later. The time to cross will vary depending on your exact day of the week and time. There is no steady constant flow of people crossing the border, it works just like traffic in a freeway or people in a mall. With proper documentation and scheduling, you could be down there and back an hour or two easily.

First, to find out whether you need a passport and how long the lines are, read the pages, here. There are several opinions and a few stories. RTFF and draw your own conclusion.
Second, I am happy to answer your second question. I take the trolley from San Diego, which takes about an hour. It then takes about five minutes to walk across the border to the cab area. It then takes about five minutes cab ride to the clubs. You can walk it, which takes about ten minutes or so. I used to walk it. Now, I'm lazy and take a cab.
Yes, you can be in and out in a couple hours, unless you piss off an ICE agent for not having a passport and he decides to make your day. I use a global entry card and never wait more than two people ahead of me.

Try dayuse.com. Enter San Isidro and it shows a few.
There are a bunch of motels just 2-3 minutes north once you cross the border by car on the left. They seem cheaper than the hourly ones.
