Because not everyone can just pack their shit and move any time they want. I'd wager the vast majority of people that live there can barely afford rent, let alone moving to a better (and probably more expensive) area.

Bicycle cops arrest W SW veteran Lorrie / Gloria, 51,5'2, 125 lbs, brown straight near corner of South / Ave for criminal trespass and failure to appear.

Bicycle cops all summer long have made numerous SW arrests to clean up the Ave. More SW walk Franklin during day to stay off Ave and away from cycle cops.

Wolf You are 100% right on that but I do an have over the years pulled over an leggally parked to chat them up an take a measure of them. Usually in a spot I don't stand out.

Ron, you're a veteran of the SW scene, you of all people should know one of the top 5 things of what NOT to do, is pulling over and even let there be a sliver of a chance being seen having a SW leaning into your passenger side window talking, let alone negotiating a deal. Even when you think nobody is around watching, you can rest assured someone is watching. Easy probable cause for an unmarked (or marked for that matter) cruiser to pull you over and question what you're doing.
