I'm guessing that has to do with the legal age and verifications required and trying to avoid lawsuits. In their TOS it is an automatic permanent ban and they take up to 6 months to decide IF they will keep your money and / or how much as a penalty / compensation for damages that they think you have caused. PayPal will also freeze your account, you can log into it but can NOT change or delete anything you have listed. Like many apps, companies for money transfer, they are NOT allowed to be used for any illegal activities which a SWer is conducting.
