Channel 3 reported this also. I get the impression the only change will be no lap dances.

Fox 61 news said they were to keep their breasts covered from now on and they're becoming a bikini bar. I guess we'll know the truth soon enough since the Courant article doesn't seem to mention that.

Settlement Bans Lap Dances At Kahoots Strip Club

The town on Tuesday successfully distanced itself from a type of entertainment venue that would like to bring customers a little closer.

A federal court settlement has mandated that Kahoots, East Hartford's only strip club, comply with most parts of a town ordinance that, among other things, prevents entertainers from physically taking tips and outlaws physical contact with customers.

When the ordinance was adopted in 2008, there were two adult venues in town and two more trying to open. The strict regulations, requiring background checks of employees and 24-hour surveillance to ensure compliance, made it too difficult for new clubs to open and harder for existing ones to continue operating, town officials said. Eventually, that left only Kahoots, at 639 Main St.

The club filed two lawsuits against the town, one challenging the constitutionality of the ordinance, the other lobbying to be allowed to expand to a second location on Pitkin Street. In the settlement agreement between the club's and the town's lawyers, Kahoots will have to comply with all but a few of the requirements in the ordinance — mostly those related to the physical structure of the existing club — and will not open a second club.

A manager at the club declined to comment for this story, and Kahoots' lawyer could not be reached for comment.

Town council Chairman Richard Kehoe said that the settlement was a "vindication" of the ordinance, which had drawn multiple lawsuits. Kehoe said the ordinance was designed to be one of the strictest in the state, and possibly the country. It took months, he said, and many drafts, to pull elements from other similar laws that had been shown to hold up in court. The effort followed repeated incidents of violence outside East Hartford's adult venues, including a shooting at the former Venus Lounge and a kidnapping near Kahoots.

Stoner - I think your analysis is pretty much on the mark. Upon reflection I think it was probably scenario #1 and perhaps the chemistry didn't work. She was probably early 30's, full head of blonde hair, attractive, reasonably classy and educated. She wore upscale jeans with a tight red sweater, as I recall. No signs of being strung out.

That she approached us alone at first, and asked to sit between us, and then had her companion sit on the end suggests to me that just friendly folks was unlikely. But I agree - a working girl would have gotten the point across more forcefully.

We were there early, 8 or so - perhaps it heats up later. After talking to us, she went back to the bar. As we were leaving, she was chatting with several people that she appeared to know. Some Friday night I'll head back there, and as you suggest, stay a while longer.

Your report has made me curious. I just love strip clubs, cause you always have some mystery thing like this happen. Open the door when it hits, and BAM...you find so many wonderous options available.

One thing I would say...if you can...you should have stayed a bit longer and observed. What was she doing BEFORE hitting you up. What was she doing AFTER the conversation. Thats VERY important info. Almost as important as what she was wearing.


A few theories:
1. Fact: CF is a known spot for couples looking for pickups. They are selective, but it does happen. This was very true during the days shortly after the fall of Le Chateau. Not sure about now, as the place has fallen off the Stoner radar for almost a year now.

You could have been "interviewed" for that. If she was dressed to look like a hooker herself, this would be my first guess.

That is how I first got intro'd to the swinger scene by the way, long ago.

2. Could have been some friendly folks. It happens. No agenda, just a guy and a girl and the girl is dominant and curious. No harm, no foul.

3. If she was doing an actual hit up cause she was a working girl, then it would have been a bit more obvious and she would have applied herself a bit more. Or she was nervous and bagged out (possible). You would need to share a bit more. How was she dressed? If she was advertising, she probably would not enter the spot looking like a hooker. She would come in conservative looking with a bit of flesh to impress.

4. She definitely was not a threat, in the sense of someone looking to trick you for money real quick. If they were, they would have been VERY agressive and TOO easy.

In all cases, you should kick yourself for not staying a few more minutes, man. In all three scenarios, you could have openned up a whole new realm of experiences.

What time on a Friday night was this? Can you describe the chick at all?

A buddy and I, driving up the Berlin Tpk a couple of Friday evenings ago, stopped at CF's. I hadn't been there in quite a while since I live in the EB neighborhood. It was about 7pm. There were only three patrons at the stage and one dancer. The bar had more activity. We sat at the bar and wondered where everyone was. After a half hour or so spending a few ones (no LD activity to be seen or requested) an attractive blond sat down beside me. She started to chat, and asked if she could sit between my buddy and me. Gentlemen that we are, we of course said yes. Just after re-seating, a guy approaches her from behind and hands her a drink. It becomes apparent that they are together, and he sits down next to my buddy. At this point, we're starting to wonder what's going on. As it develops, we chat for 30 minutes or so - she asks what kind of work I do and chats with me about insurance, then compares notes on blondes vs brunettes etc (that was more interesting.) She said she was a broker from Fairfield county (quite a drive!) I'd previously asked her a question that inferred that she was a dancer - she was a bit dismayed by that one. Anyway, after 30 minutes or so, she says "nice talking to you" and she and her guy up and move back to the bar. We left moments later. I was stumped - was she a pro looking for a client? (if so I failed the test), or a scout sent to see if we were LEO? (if so, I passed.) I left wondering what had just happened, and wondering where everyone was on a Friday night. I guess I'll stick to EB, I feel I understand it better. If anyone has a theory, I'd be interested.

By the way, it's a damn shame what they did to the entreprenuers at New Seoul. Fortunately, you can still get a nice massage there. And EB seems a bit tame lately, hopefully it's just the ebb and flow.
