Don't kid yourself, actually the John's are the root of the problem. The John's provide the money to the girls, who provide the demand for the drugs, whch creates the gangs, which compete by murdering each other.

Without the influx of money from the John's, do you really think that they could make that much money from robbery, boosting, etc.? And do you think that a typical working guy can afford a habbit like the ones sported by the typical working girl?

If LE was really smart, they would ignore the gangs and address the root of the problem - the John's. The money would dry up, the girls would get more or less clean (if no John's then where are they going to get money from? Their boyfriends ? Small chance.), and the dealers would be out of business.
