There used to be a through road to the boulevard area from I St. And Ramona St. If I'm not mistaken the actual name was Fishers Lane. We always called it Snake Road. As far as I know the park has no legal public road access. I'm sure where there's a will there is a way. Just not a real safe way.
Years ago, Juniata Park was where the people that wanted to get away from North Philly, Kensington slums, went to have a few trees and a little grass.
Keebler, United News, Cuneo Press, Franks Beverage, Coke, was all there providing good jobs to the neighborhood for those that wanted to work. Only one left with any decent jobs now is Coke Plant. People walked to work back then.
Now it has changed for the worse. Lots of dealer and wannabes living there. People that value a loud radio in a junker auction car more than a decent home. Upper Kensington, Lower Frankford would be a better name for the area. Very few working-class people left there.
There's a few spots in that area if you know where to go to play the game. I wouldn't trust doing any playground business in any of the houses there, although there are plenty available. Aundrea was one of many that would invite people over for some activity only to rob them and send they on their way. A lot of the girls from Buckius would tell the guys they have a place. They would go to that area and not be very happy when they left.
The pimps would arrange a rental there and put the girls to work. Only to screw them over.
So long story short the answer to your question is yes, there is a park there. You could take a guest to the park for outdoor activity. Park discretely and walk to the woods there. Because the park does have houses on two sides, I St and Cayuga, there's a high probability you would be detected entering and leaving. Like everywhere, keep your eyes and ears open.
