Unless you are a great negotiator go later. If things are slow for them they will negotiate. But do that before you get her in the room. I have sent a lady back to the casino because her "in the room price" was unrealistic.
Go to a bank of slot machines near the center bar at whatever casino you want to try. Play one credit at a time with a pause to look around between each "pull. " Sooner or later you will see a lady doing the same thing, then move closer and strike up a conversation. If that doesn't work, move to another bank on the other side of the bar.

Hotels cannot deny you or any guests entry that are not on trespass notice. If anyone even remotely tries to challenge you on this, just call their bluff and say "do I need to take my business to a hotel who is less concerned with my personal life and more concerned with providing me customer service? Or can I go to my room now? And if they still refuse, ask for a manager and a bell hop. Tell the manager you want to check out immediately and that you will be posting this story to social media about how a hotel refused a paying customer entry because they assumed he had met a hooker, rather than a girl at a bar, and tell the bell hop to get your bags and a cab, and go take your business elsewhere. Because at the end of the day, the only reason that patch of concrete in the middle of the desert exists is because people like myself, and millions of others fly in multiple times a year to have fun. But the second that fun stops, my money is just as easily spent in any other major city with a casino and a night life, and they know it. Just be pushy guys.
Man I almost wish this happened so I could raise hell, I'm pissed just thinking about it.

I was there 2 weeks ago. They do not check room keys, but elevator has a key reader in order to access floors.

For those who care, TI had security at the elevator when it was busy, but at least once at around 3 am had no one while the casino was mostly empty. They did employ some older women checking room keys, so that might be a negative for people who feel shame when engaging in this hobby. I have no problems with disapproving looks, so long as they don't stop me.
I was out at various times between 8 pm and 5 am on multiple nights. I wasn't prowling for a hooker, but I would have snapped up one if I was into her. Mostly it was cold, sometimes below 50 degrees, and the girls didn't seem to be out in full force. I almost never saw one as I strolled, mostly between Wynn and the Cromwell. It didn't matter if I walked outdoors or indoors. I saw one cute black girl in a tank top, but she was with two black guys in long fur coats dressed as if they were being cast as stereotypical pimps in a movie. I was looking mostly for girls who were dressed inappropriately for the weather and I didn't scrutinize the ones who were bigger than what I wanted. There were a few pairs of black girls who seemed to be working.
I met one non-black girl outside named Letty. I was going for food at that point and wasn't really seeking a date. She claimed to be a low-usage dancer who was looking to pick up some extra cash after her shift. For $400, she suggested she could give a dance, then a massage, then make me happy. No specifics, but a cop-check handshake. Then, she suggested that she didn't watch the clock and it could be a two-hour date. She wasn't really my type but I was curious about her sales pitch. Seemed TGTBT and I left her.

Now, that said, good rule is to always meet a lady in the lobby. Many hotels do require anyone going up in an elevator have a room key. I am right now staying at a Hilton Grand Vacations and the elevators are equipped with key readers. No one can get to a guest floor without a key. There is no security. Just a key reader in the elevator.
Play safe and bring the hoe back to your room with confidence.
