I cruised this area recently when I was in SF for a couple of days. There are so many girls on the street and it was difficult for me to identify which ones were SWs. No, I wouldn't say there's no SW action. There is some, in the TL. Although in Oakland they'll be a lot easier to find. They're on International pretty much around the clock. In the TL you may have to look harder. As has been mentioned before some areas are mostly TS / TV, which is not my thing. I would suggest the streets around Jones and Larkin.

Good luck trying to find her. Not to sound negative but I haven't been able to reconnect with the girls I dated there less than 2 years ago. I've looked in the same places where I originally met them and they're not around anymore. I think SF is a highly transient city.
