AVOCADO HEIGHTS, Calif. - A FOX 11 undercover investigation has found that a local spa is still operating despite strict orders to shut down during the coronavirus pandemic, and is offering services that are sexual in nature.

FOX 11's undercover cameras staked out at Shaddai Aroma Therapy, located in the Avocado Heights neighborhood of unincorporated Los Angeles County, where men could be seen coming and going from the business day and night over a span of several days, despite having curtains drawn over the windows and a sign on the door that says "closed. ".

Women could also be seen leaving this business to join men in parked cars down the street before eventually returning to the business.

A FOX 11 undercover photographer approached a female employee at a nearby taco stand and played the part of an interested client.

The woman said the spa offers "final feliz," which is the sexual favor at the end of a massage known as a happy ending.

She also said employees work under the table and customers have to knock on the front door before paying a cover inside.

On one of the days FOX 11 was shooting video, the sheriff's department stopped by to knock on the door and peer inside with flashlights.

They were unable to go inside because they did not have a search warrant.

FOX 11 called the spa multiple times for comment but has been unable to get a hold of anyone.

(On February 4, 2020, the Board of Supervisors approved new requirements for massage businesses (establishments) to prevent human trafficking and ensure public health protection. Businesses will require to obtain a public health permit and annual inspections. These requirements apply to massage businesses in the unincorporated areas of the County. Incorporated cities will be encouraged to adopt this County ordinance to ensure all massage businesses meet health and safety codes throughout the County.).
