I had the same problem, for months. In the past couple of days, however, I've had no problem. And I never had to call Apple, LOL.

On my iPhone I had to turn off Private Relay to gain access.

Use proxy site on your phone. It's not as easy to use as regular but at least you can access it on your phone.
