On the other hand, in the inner city, and poor areas, young girls don't prioritize marriage, there is little to no family structure, and there is a lack of financially eligible men that are ready and willing to marry them so they remain single for much longer. Even if this is as best as their life gets its ok to them because they get satisfaction out of just being a mother.

Personally, I feel any college town USA is the best place to live and pick up chicks if you're a single male. College towns are usually clean and safe and you have a target rich environment full of young mostly middle class women that replenishes itself every year. Yes, many of these girls do have boyfriends, but they will still be willing to hang out because either the boyfriends live out of state, or they need extra money as a broke college student.
