Case in point, some 75% of those arrested for jumping submway turnstiles turned out to have felony warrants. The point being, the first step to turning Kensington Ave around is to eliminate open market drug activity, stop the zombies from putting needles in their neck and legs while sitting on a curb. Start there, then you might start to turn the tide, arresting SW's will do nothing.

Everything anyone has done about the drugs in Kensington for the last 25 years has been a band aid. Remember when John Street towed 33,000 cars and put squads of cops on every corner 24 hours a day for weeks? Did it do anything besides move the cars and drug use to somewhere else? But the STATISTICS looked good.

You don't really ever stop crime like drug use and prostitution, you can really just move it around. That's a pure function of strong demand and has a lot less to do with supply.

These days, though, you can drive it more underground and that will still count for something.

If they can disperse the prostitution away from the concentration on Kensington Avenue there's a shot at starting the rehabilitation process for that neighborhood.

I'm not going to paint everyone there as a lost cause, but our own predilections notwithstanding I hope we can all agree that getting a roof over everyone's head and access to sanitary facilities is a pretty good start for getting someone back on their feet.

Nobody knows what to do in Kensington, so they make a few clean spots, arrest some dealers, and move (arrest) the junkies and prostitutes. But there's an endless supply of dudes selling dope, and they can't keep the other people locked up because they don't have the resources to deal with that many people withdrawing in jail. So everything ends up the same as before.

The cops are just trying to get through the shift without getting shot or stuck with a needle. They don't give a fuck about the prostitutes, but the girls are mostly addicts so they get caught up in the same web as the others.

Seems like the new elected officials want to make changes, but they don't have a plan and they don't have the funds to make meaningful change.
