TBH there is no direct answer to your question. It's a tedious and painstaking process. Mainly because you are dealing with city/state employees that tend to "work" at their own pace. An inmate can win their case at 10:00 AM and not physically be set loose until midnight. Just to get an idea of how slow the wheels turn there. So we are at the prison employees mercy most of the time because they don't release the inmates at the same times every day. I have found when the later buses are on their final run is usually the best times to find potential subjects. They are always trying to get back to the hood as quickly as possible. You might have good luck three days in a row then bad luck for two weeks. So don't get discouraged there. As for the location, right out front of the facility is the best spot.
Another good spot is Kintock at Whitaker and Erie. You can google Kintock if you aren't familiar with what the facility is. Basically its an inner city minimum security prison for short term inmates reentering the public. Usually, early morning hours, 4-5-6 when the girls are let out for various issues. Some need to get into town to get papers before they can get released etc. Me, I'm just an 'OL gator.
What you said makes a lot of sense never occurred to me before but thinking about it I know this one girl I've known for years the last two times she was locked up when she got out she told me she had to hitchhike back to her place Which would then make her a potential candidate.

I was browsing escort alligator on my phone and I see good ole Angel. I had lost her number from before so I hit her up. One of the most active spots for a variety of action is right outside the prison doors on State Rd. Given the right conditions even more active than the stroll. When they let classes out you can sit there and just about have your pick. Many will come right to you and make their offers.
Torresdale Ave can offer an abundance of entertainment if you know where to find the participants. Rhawn and Frankford at the right times has plenty of action. Center city on the lower end of Broad.
South Philly has plenty of activity. Need to be very careful with those on the workforce in South Philly. There have been reliable reports that area can come with goons that want to rob people. West Philly has a steady employment ratio..

Free advice, go monger to the K when raining. When it rains girls will all come out under the EL. Easy pickings. Also don't forget to look in all those doorways on the eastside of the Ave. Many a gems can be found but stay away from the slumped over ones.
