Providence has been dry and then some. Perhaps it's a seasonal thing, with the extreme cold and all, or maybe some of our more veteran colleagues can shed some light.

No idea what RI has actually done, but in many places, they've basically put a lot of the addicts into hotels on the taxpayer's dime. Naturally, giving them an easy place to work from and reducing their need to pay rent has led to a reduction of girls out on the streets. Probably how they sold the idea to the more conservative voices in power. Does have the side effect of keeping the hotels in business too, although they've become much less pleasant places.
