Just be aware that this is your first post that you specified "places they stay" as hotels. This was a large part of the confusion. Also, they have found the names, rooms, and personal info of providers and fucked with them in those rooms and in their homes.

I specifically said "most higher end hotels in the area", meaning the area being discussed (Carmel), didn't have security cameras in the hallways and other places because when past crimes had occurred at three of these hotels and local LE became involved the hotels said they didn't have security cameras or security footage to help with the investigation. I guess it's possible the hotels were lying.

I'm guessing that means that they pull the names and addresses of vehicle owners / hotel guests from the tags, looking for repeats.

I later surmised that they had a lot of seats in the paddy wagon to fill, and they needed an assembly line operation to do so. Also, the "provider" wasn't wearing the clothing that I had requested.
