From my viewpoint I think what is happening is the providers are like any other business that supplies things that people want. They advertise that they have all these things in stock. Great!, you think so you toddle off to that store with the intention of getting something you are really craving. Get to the store, go in, see the salesperson and ask where the item is you want. They look at you and say, "gee, I'm sorry, but we don't have that. Guess you must have read our ad wrong. But they are 99% sure since you are already there you will take a substitution.
