I believe it basically boils down to this. There is the law LEO and courts are supposed to follow. Some do. But the majority of those who work in the system do whatever they feel is just or whatever they can get away with. And odds are they will get away with it. It's an extremely biased and unfair system. Best bet is to stay off their radar.
