There's no set time or place, they're just out there partying. Seen them in the valley, seen them around Highland Square. Also a high concentration in neighborhood hole in the walls you probably wouldn't want to go to. They are just out and about and can be had.

I got back from Philly recently. Did not get to visit any clubs but let me say this, the AMP scene is off the hook. Literally everywhere within a few minutes of the convention center. The one I stopped at was a 2 minute walk from the hotel lobby. Feel free to look up my post in the Philly section.
