A friend of mine that works at the federal level explained that most local LEO's don't have this but can ask state and federal departments to borrow the equipment to track violent fugitives. As long as you're using the cell phone it can triangulate you're location even narrow where in the building you are. As of right now the equipment is expensive and usually used for high value criminals not misdemeanor offenses.
