West Virginia Ave IMO is best after midnight but you can come across them all hours. Its just the luck of the drawl.

Saw a girl walking down 12/ g after 10. Noticed she didn't have makeup, didn't have a purse, didn't have good fitting clothes, and looked like she wasn't familiar with her surroundings.
