Times are tough financially for many folks especially those in the inner city. We've all seen squeegee workers running the streets in their early teens so why can't we expect that from others. Parents are mean but survival is tougher. Some even go as far as teaching their yutes how to perform fellatio. It's best to just give them a fin and keep it moving.
