Was the legal standard for an acquittal in the jury instructions whether (1) there was "zero merit in convicting him," or (2) whether he had "proved his innocence," or rather (3) whether the jury believed the prosecution did not prove him guilty beyond a reasonable doubt? If it was the very common reasonable doubt standard, then all the jury would need to acquit him is a "reasonable doubt" about his guilt. Using that reasonable doubt standard they could even believe he was probably guilty, as long as they had a reasonable doubt.

Not sure I'm reading this right. Are they gutting the liquor commission? But if they gut the liquor commission what enforcement body takes its place? I highly doubt they're just going to let the bars self enforce.

Also, this bill was introduced by a state representative "by request of another party," who is unidentified. Thus, even the representative who introduced the bill may not necessarily support it. At the present time, the bill has no other representatives as co-sponsors. Although the goals of the bill may be good (I don't know), at this time there may be little chance of it becoming law.
