Later in the evening is better. But Luxor is different to get upstairs, you must have the app or a room key to operate the elevator. CGs have to be escorted up to the room and that may be a turnoff.

The German law of which you speak was passed several years age and has had minimal effect. Bareback is still available if you look for it.
