    Some municipalities have formal mutual aid agreements, intergovernmental contracts approved by each city council that allow them to patrol in each other's jurisdiction. Others cities do it on a more informal basis. My understanding is that Fairmont police assistance has been requested by ESL to help patrol the city. Not sure if this was actually done with a formal contract or a more informal agreement but either way they have all the jurisdiction and authority they need to bust our asses. Frankly if I was a citizen of Fairmont I wouldn't be very happy with this situation. Basically they (Fairmont taxpayers) are subsidizing the operations of ESL by doing the patrols. Plus those patrols are increasing the liability exposure of the Fairmont officers, using more fuel, increasing the wear on their shiny new cars and generally increasing operational expenses for the city of Fairmont. And of course time spent on the ESL stroll is time not spent patrolling the town that pays their salary. So if you know anybody who lives in Fairmont encourage them to complain to their town board, lol.

    On one of my last visits I happened across a Fairmont officer at the corner of 1st and Exchange. I was on First and there really wasn't anything I could really do but make sure to come to a complete stop at the corner. He turned onto First and I turned onto Exchange but I knew better than to think he wasn't going to turn around and follow me. He must have waited a little bit before coming after me but I saw headlights back there and knew it was him. Turned onto the interstate and got out of there.

    Rosco, I was referring to "sweet Jennifer" in my reports. Most of the time she is a sweet gal. The injury to her nose was a result of being hit by her "boyfriend". You should have seen her face a couple weeks ago. To call it an abusive relationship would be an understatement.

    They may have been picking up or dropping off paperwork to another department or returning from transporting a prisoner to the county jail. It is possible that they may be contracted to help other cities as well. There can be a number of reasons, but the point is they could still stop you. They would have to get permission (quick ask on the radio will suffice) and then they can stop you. As long as the jurisdiction they are in ok's it, the stop is legal. Just something to keep in mind.

    More on Uncle Leo

    E. St. Louis LE is a bit different from any other part of the state. After a particularly nasty couple of car Hi-jackings back in the 80's, the Illinois State Police took on a much bigger role in day to day LE activity. Depending on the situation and the budgetry status of the E. St. Louis city govt. , the ISP may be providing nearly all of the citiy's active police force. There may also be agreements in place fom time to time involving help from other local forces.

    This is a much different LE role than is normal for ISP. They are primarily an interstate hiway traffic enforcement agency, with special elite squads handling drug enforcement, crime scene tech, special crimes, etc. Needless to say, street duty in E. St. L. Is not regarded as a plum assignment. It's probably used as a punishment detail, so keep in mind that most of these guys are starting with a rotten attitude and act accordingly.

    The locals are a different deal entirely. All of them can safely be regarded as on the take. Some are involved in some fairly heavy shit drugwise. If you get hassled by them, they are probably more interested in shaking you down than anything else, but there are exceptions, so act cautiously.

    Speaking of the sweet Jennifer, I saw her on Wednesday afternoon by the railroad tracks that cross Exchange Avenue. This Jennifer is *not* to be confused with the steak knife Jennifer. The sweet Jennifer has olive skin and the lightest brown eyes I've ever seen. Her eyes almost glow or radiate. I've never seen eyes like hers before. She has a soft, sweet voice, too--very soothing.

    I haven't seen the steak knife Jennifer anywhere in months; just saw her that one time in the summer. (You'll recall she threatened to scratch my car with the knife if I didn't give her the 5 dollars showing in my hand.)

    Jannisary, you once reported that a Jennifer had jumped out of a moving car just before the car entered the highway because she was freaked out by the driver who picked her up. You said Jennifer's leg was injured when the car ran over her lower leg, ankle, and foot, embedding tire rubber. Were you talking about Steak Knife Jennifer or Sweet Olive Jennifer?

    Olive Jennifer is slightly more HWP (height-weight proportional) than steak knife Jennifer.

    One thing that concerned me when I spoke with sweet Jennifer on Wednesday was the injury on the bridge of her nose. She has a noticeable cut there that is closing up and healing, but may need a couple stitches. Who could have given her that?

    When I turned northward from Exchange onto the first street after the tracks, I saw two black men lifting weights outdoors in the backyard of that house. Those guys are dedicated! I lift weights, too, but not outside in windy, frigid, 30-degree temperatures! I guess the weight bench they were using wouldn't fit comfortably inside the house. - Rosco

I thought this was in E. St. Louis. Needless to say, there were no girls out. I saw one around 10pm just north of club 64.

    Here's a funny story I heard:

    Drove around the Brooklyn clubs today around 3:30pm. Saw two SWs. One W & one B. The W one looked better to me so I circled around until they split up and then rolled by the WSW and asked if she needed a ride. To my surprise, she did. Said she needed to go over to the store.

    As we drove over there she said her name was Slim. Slim she was with long dirty blonde hair. She wanted .40 for a BBJ. I told her I had .30 and then she said ok. We continued to drive past the store and back across the tracks to the east of Brooklyn.

    Once I paid her, she completed the transaction nicely from the passenger seat of my car. Afterwards, she counted the money I gave her and said I was .05 short and showed me .25. I knew for sure I gave her .30 but didn't want to have a discussion about it so I gave her the .05.

    Drove her back to the store and dropped her off. She asked that I come find her again.

    A driveby on CR and Exchange this afternoon.

    I saw one early-twenties WSW that looked pretty cute. Brown hair. If she had looked a bit cleaner, i might have stopped.i guess i can't blame her... It's hard to look sexy when it is 20F outside!!

    Jennifer was out again (yelling my name as i drove by! WHY did i ever tell her my name?!) I've seen her out a couple of times over the last month. The black eye has nearly faded away.

    I really enjoyed her a few times last spring/fall but she has gone waaaaaaay downhill: both in appearance, erraticness and b**tching. I avoid her now.
