I believe it is maybe a once every few weeks thing. I have seen them advertise on CL before so I think that is the best way to find out when they are going to be there.

Had decent luck, actually pretty good luck, on this site for a while. All of a sudden my account got suspended. I inquired and then the account was re-instated. Not long after that, it was suspended again and they wouldn't re-instate it. The only rule I broke was that I didn't use a real picture, but it was a very close resemblance. I'm sure some of the people didn't even catch that it wasn't me when we met. I'm guessing that someone showed an interest in me and I didn't return the favor so they turned me in for something made up. The last contact I had with the site asking about my membership status, I got an email back saying that they would turn me in to some federal internet fraud agency or something if I ever emailed them again.
