I'm confused as to how identifying a suspect ad would constitute "meddling in Minnesota affairs" any more than making your original post? A simple look through ads in the Twin Cities area shows that a HUGE number of them have phone numbers with area codes not from Minnesota. And the ones I've seen have seemed legit. If the goal of your post was to share helpful information (which I believe it was), then I think adding a link to a suspect ad would be the best bit of help you could give. Without it, your post isn't actually any more help than saying the same thing that everyone knows - "be careful out there". I'm not trying to bust your balls. Just think that this could be a huge help for people if the ad is identified.

And I know she was screen shotting every text, then blocking the number, and emailing the screen shot to someone.

I don't really want to meddle in Minnesota affairs. My only point is be careful with area codes that aren't from your area. I think someone is playing games.

There's not much up there that I know of. You might search for NorthEast Minneapolis (Or just NE or Northeast) or Columbia Heights. Brooklyn Park and Brooklyn Center (BP & BC) are a pretty short drive.
