P411 is still around but is not accepting new members or providers and is no longer publicly viewable. The owner wants to move it away from being an advertising site and make it a verification service only type site.

If you are trying to access TER make sure you are using a clean browser and not one that you used previously to log into the site that may still have cookies saved. I was able to access it using the TOR network but after they hid all the providers who were listed in the USA it was not worth the effort. I know some providers got their location changed to outside the USA but I doubt the site is going to let them all do that.
