Someone earlier mentioned licensing issues. The changes also tightened up the licensing so that when a place gets busted, the city won't grant another business license to a new massage operation at that location.

Basically, it boiled down to admin not seeing the value in an SSL cert for the site as you shouldn't be sharing any valuable data / info on the site.
Not sure I necessary agree with their conclusion at all, but at the very least, you have a answer now directly from the admin's mouth.

Yes, a VPN would encrypt traffic between your endpoint and the VPN host. However, traffic between that VPN host and the "not secure" web server will still be unencrypted. Better than nothing? I suppose, but some folks may get the idea that a VPN is a substitute for end-to-end encryption and it is most certainly not. It will anonymize the client IP address the website sees your traffic coming from, and it will encrypt the traffic for half of it's travels, but that is all.
Good advice to separate your credentials from anything vanilla. Folks can also use incognito / private mode to help with what is retained on their endpoint.

If you don't want VPN you can set up things on your PC or phone to make tracking you harder if that's your intention. MAC (the Machine Address, NOT Apple Computers) changers, browser user agent spoofing, new email address with little ties to you, new account here, DeGoogled Android phone, etc.

My encounters however where all in Taglibaran. 3 providers, one of which I hit twice, less than $200 all in for fun-LOL!
BTW, Bohol Province is home to a Tarsier habitat. Very tiny, 2-3 oz fully grown primates, with gigantic eyes-used for night hunting insects.
These little creatures are only found in 3 places world wide, with about 1,000 in existence.
Food, hotel (28 USD / night), providers, everything except gasoline ridiculously cheap.
Be safe and continue the hunt.
