Assuming no tears in the latex, it should prevent all skin to skin contact in the groinal area. The one potential flaw is in fluids managing to work their way between the condom and the shorts barrier. Perhaps adding an ohnut would help reduce that chance? I'm unaware of any latex binders that wouldn't reduce the structural integrity of either product.

The female condom, also called the internal condom, can provide additional coverage compared to a male condom.

Aside from abstinence, the FC is probably the safest. It covers her vulva, opening and depth. By that token, it protects his pubic are completely. They're strong, one size fits all, and reasonably affordable.

Downside? Very tough to find/buy.
