Yes, you need a valid USA passport and be prepared to have a long wait time getting back across the border.

It depends on the day and time of the weekend / week, you can walk fast through Otay Mesa, I was in Mexico City two weeks ago when the whole border incident happen, came pretty late and it took me like 5 minutes to cross from getting dropped off and getting across.

It's a bit away but if you want to park your car securely then leave it in the park lots of Otay (USA side) it's like 10 dollars a day and take a cab or Uber to the revolucion and walk to Coahuila.

Tuesday was a ***** to get across even with Sentri / Global Entry. Took about 30-40 minutes when it normally takes about 5 minutes. And yes, I think its because of this caravan issue that things are getting weird and hard to cross. Might be best to avoid Tijuana for the time being until this gets sorted.

I went on Thursday's night at 10:30 pm with no problem. I had to cross the PEDEast side because they close pedwest at 10 pm. I came back at 2:30 am with no problem as well but I did see a lot of cops and troops around the border because of the people coming from Central America. Also, it was a sight to see of how many people camping close to the border.
