2 am driving with a friend down the main drag and got pulled over. They found a weed pipe stashed under the seat (I didn't know my friend had it, yikes!) which is a huge deal down there. My buddy was always broke and I was out of cash since it was the tail of the party night. They ended up following us to an ATM and waited while I took out some cash. LOL. Could have ended seriously bad but I knew, even in my drunken state, that they were just shaking us down for some funds so no big deal.

As far as this relates to Zona Norte; The layout of the strip and whatnot means you're only walking a little bit on the street. Just keep a clean nose, STAYS AWAY FROM DRUGS, and you will be fine. Like someone else wrote; the people running Zona Norte (mafia? Drug cartels? Who knows?) cannot have tourists getting hassled, hurt, threatened etc. So it is safe so long as you aren't a dumbass. They want our money so it is generally safe.

Now there is still the normal stuff to watch out for; other rowdy partiers, ladies with bad intentions, etc. But you should be OK if you mind your own business and use a little common sense. For me this means taking it easy on the drinks.

The joke was always carry another 50-100 bucks extra in your show just in case you get busted. Seen it many times where friends got busted for urinating in the sides streets or etc. TJ cops catch yo and threaten you and just before the put you in the back of the pickup truck you would give'them 50-100 and they kick you free. Back in 2000 TJ cops were a lot worse than now. I was driving back late after midnight. Polcia would hide in their patrol cars in the dark and chase me down, accusing me of bullshit charges like running red light ect. They would stop my car in very dark areas, nobody around, 2 would approach my car carrying their automatic weapons, demanding papers ect. I stood my ground and denied any charges. After 5 minutes, they would quit, smile their sly smiles, and ask for ceveza money.

They just play a little game to supplement their very low income. Treat them like your underpaid personal body guards. I never gave them any money, but you ca give them a little, whatever you can afford, may be $5, so they will look out for you. That's the way Mexico works unfortunately.

Happy to say, starting about 2010 Tijuana PD has been rehired, reorganized and retrained by LA PD. They are more professional and more disciplined now. Petty crimes are also in the decline. Homicides are strictly among drug dealers fighting for turf, never on cilvlians.
