The streets around the bar block are well lights with lots of people, policias and security cameras. Have not heard of crimes for many years.

At night stay in the clubs / bars, or walk only around the bar block where street girls hang out. You should be OK.

It may be romantic for locals or in Latin countries, but remember that for each drink you buy the ladies, they get a ticket which they cashed out at the end of the night / shift. Some girls will politely walk away if you don't buy a drink when one of the club waiters ask you if you want to buy her a drink. Just the cost of business. And a cheap way to check out the goods.

My last daytime visit, I walked to Zona from the border. After a entering TJ, I bypassed the taxis, walked across the walking bridge, and it was a couple blocks to the Zona. No issues, no problems. Took about 30 minutes, with stopping and checking out some of the local stores. Don't be stupid and whip out your cell phone to take pics or selfies every 100 feet, walk with a purpose, dress down and leave the Rolex at home, and you will be fine. It's something I would never suggest at night though.

TJ is quite the bustling town during the day and cool to checkout. Stay on major streets with the crowds and you will be fine.
