Yes, technically the US can request extradition but that doesn't mean other countries, even if they have an extradition treaty with the US, will comply.

If your site is registered in a country that traditionally really likes telling over reaching moralistic USA AG's to fuck off then they can't seize your site either. Especially if in that country you can run a brothel next door to a church.

Roman Polanski was arrested for having sex with a 13 year old girl. He fled to France where he still lives today. He never leaves France.

This particular blog moved to The Netherlands to avoid arrest right after Backpage was shut down. Apparently the admin isn't afraid of extradition. He even stated at the time of the move that the new owner is in Bulgaria and doesn't give a shit about extradition.
