Yes, transmission rates from women to men are VERY low for HIV. Especially important is having in tact, uncompromised, skin on your penis. The skin was designed to be a barrier and a pretty good one at that. However, if there are cuts, scrapes, rashes, abrasion or worn down skin the barrier can be compromised and less effective.
But I'd love to see to evidence from scientific studies that demonstrates that a "fishy smell" is a consistent, reliable indicator of disease in a vagina! If one uses that as a guide they are fooling them self. Some women's vagina have a different odor than others. I have been with women who I know were 100% clean (we were tested together. Full panel) and they had an odor to them. Vaginas with an infect do not always generate a smell or odor. So the point is that the "sniff test" is worthless for disease detection and only one for aesthetic purposes.
But avoiding STDs is a matter of risk management. As I have posted previously in this thread, most humans are terrible about perceiving risk and managing it appropriately. If you are scared of STDs whether rational or not, then COVER UP every time! But also know that if you mess up and catch something: 1) There is nothing out that there that will kill you! (HIV is a manageable chronic condition these days). Most of what is out there can be treated with drugs.
But hey, I get the misunderstandings that are out there. The CDC spread a bunch of baloney years ago when HIV first became an issue and scare tactics were the only way to control behavior. Science & technology have marched on, sadly "beliefs" based on old information seem to persist.

The issue is there's several different factors that are vehicles for STD transmission in a massage parlor. I still think the vast majority of people are getting hand jobs and therefore their risk is almost minimal unless they're kissing the girl and she has mononucleosis or herpes outbreak, getting a massage and A manual release (to my way of thinking) is a very safe outlet.

According to the 2018 edition of The Merck Manual of Diagnosis and Therapy (20th edition, page 1624), "condoms to not cover all areas that can be affected and thus do not fully protect against genital herpes. ".
The chapter of this book about "genital warts" says "Because of the location of these warts, condoms may not fully protect against infection" (p. 1704).
The most protective condoms are the Unique (sometimes called Pasante Unique) condom, that is pulled rather than rolled on and covers the whole penis and has a flange at the bottom that covers a small area beyond the base of the penis. Another good choice that covers much better than usual condoms is the female condom with the inner loop REMOVED and the condom pulled over and worn on the penis rather than used by the woman.
