    The study said the nerds place significant value on the notion that taking out huge student loans is very normal. 'These college communities help these individuals justify their behavior, ' John said.

    In addition, the study found that an increasing amount of nerds, in their social interactions, generally perceive a college degree as a way to get a job rather than help people.

    “The growth of these deviant subcultures has made it more difficult for law enforcement,” said Holt, who has helped police devise prostitution stings. “On the other hand, it gives us a new opportunity to use the way the offenders communicate to better target their activities.”

    The study analyzed prostitution Web forums in 10 U.S. cities with the highest rates of prostitution arrests: Atlanta; Baltimore; Chicago; Dayton, Ohio; Elizabeth, N.J.; Forth Worth, Texas; Hartford, Conn.; Inglewood, Calif.; Las Vegas; and Memphis, Tenn.

    In the Web forums, the johns provide detailed information on the location of sexual services on the streets and indoors, as well as ways to identify specific providers, information on costs and personal experiences with providers.

    The open nature of the forums led the johns to carefully disguise their discussions with a unique language, or argot, based largely on code and acronyms. This argot may help johns and sex workers to avoid legal sanctions and any social stigma associated with participating in the sex trade, the researchers said.

    The study also said the johns place significant value on the notion that paid sexual encounters are normal and non-deviant. “These Internet communities help these individuals justify their behavior,” Holt said.

    In addition, the study found that the johns, in their Internet exchanges, generally perceive prostitutes as commodities rather than people.

    Vice cops nab lieutenant colonel who wanted to 'fool around'

    The two were inside the apartment building for 15 minutes. As they exited, they were met by detectives. The colonel agreed to talk with detectives, telling them he had paid the $40 to help the woman out and “fool around a little,” according to the police report.

    The woman, who had seven previous prostitution convictions, separately told detectives she was just getting a ride to her house. When confronted with the fact that she and the lieutenant colonel traveled in the opposite direction from her house, she admitted the deal was oral sex for $40, about two to four times the normal street rate. She said the deal was consummated and produced the $40 she was paid.

    When told of the woman’s statement, the lieutenant colonel reportedly admitted the deal. He told detectives he was in the active Air Force and was preparing to deploy to Afghanistan in August.

    The detective who thought he might have questioned the colonel previously was able to locate a field interview from last January. In that interview, the lieutenant colonel told the detective he “likes to help the girls out.”

    Detectives requested misdemeanor summonses for the lieutenant colonel and the woman.

    NEW YORK - Alarmed by the use of hard-to-track prepaid cell phones by terror suspects, New York Sen. Chuck Schumer and Texas Sen. John Cornyn have introduced legislation requiring consumers to produce identification before buying such phones.

    The bill has been praised by law enforcement and has bipartisan support, even as civil-liberties groups have raised privacy concerns and some terror experts say it won't deter bad behavior.

    Schumer, a Democrat, and Cornyn, a Republican, are hoping to schedule hearings on the bill through the Judiciary Committee. Schumer has urged Attorney General Eric Holder to back the measure.

    Prepaid phones can be a lifeline for people with limited income or poor credit, allowing them to purchase a device and a limited amount of calling time without committing to a costly contract. Phone companies sold $16 billion worth of prepaid cell phones last year, and the devices are hugely popular worldwide.

    But because the phones can be purchased anonymously and are thrown away after use, they've long been a favored tool of drug dealers, gang members and even white-collar criminals looking to cover their tracks.

    In recent years, such phones also have been linked to suspected terror activity, including that by Faisal Shahzad, the Pakistani-American accused of plotting to bomb Times Square. Law-enforcement officials said Shahzad had used a prepaid cell phone to purchase a car in which to hide a bomb and to communicate with co-conspirators in Pakistan.

    A handful of states and several countries require registration to purchase a prepaid cell phone.

    "If law enforcement has a legitimate need to surveil, let them surveil," Schumer said, adding, "You can make sure privacy is protected."

    That view isn't necessarily shared by civil-liberties groups and other advocates of digital privacy, who say they have both legal and practical objections.

    "The Supreme Court has always upheld the principle that you have the right to speak anonymously - that the decision to identify yourself as a speaker is an aspect of speech itself," said Lee Tien, a senior staff attorney with the Electronic Frontier Foundation.

    Tien also noted that many people, especially younger ones, regularly swap phones and SIM cards and buy used cell phones, further blurring the identity of the phones' users and owners.

    "For a variety of reasons, this doesn't sound like a 'get off the ground' kind of idea," he said.

    Schumer disagreed, saying the identity of prepaid cell purchasers would be kept private by phone companies in the same way that identities of regular cell and land-line phone owners are protected.

    So far, no major phone company has objected to the legislation, and some say they fully embrace it.
