Yes, I agree with you. They are probably going for a better rate but add your other observation about being on the fence which could fuel the idea of if they are going to do this, it better be worth their while. It's not the worst factor because it implies a freshness to the scene. Moreover, if you find the right one who will travel to you and spend several hours, it could be very nice. Enjoy.
