Ask or tell her to get in if you aren't comfortable. In my experience she probably won't, but you can ask. So just be aware that you'll most likely end-up with nothing. Getting nothing is better than getting a ticket or arrested though. Usually she'll come up to your window, tell you her rate and ask if you have that much. Pretty much the same script, so that tells me that this has been circulating among the pimp crowd the past couple of years.

The LEO ladies working a sting will not get in the car, it put them in a dangerous situation so they will always try and get you through the window. SW's who come up to the window and try to negotiate, I tell them just to hop in and we can talk. If they don't, I drive on. I won't even respond to them if they are not willing to get in at the get go.
