That is the general idea and motivation of the LE raids. One is to weed out human trafficking (which of course they have yet to find); two is to arrest owners or providers engaged in illegal activity; and the most important factor is three disrupt the business model (which is to scare off customers, providers, and make it difficult for profits to be made thus providers leave town).

It's pretty simple, and effective. The AMP industry will outlast this, but it's going to take time. As long as LE has those extra federal funding combating "human trafficking", it's not looking the other way.
