    At home your cell phone becomes just another device (PC, laptop, tablet, smart thermostat, etc.) behind your wireless router which has your single public address provided by your ISP. To the world, your devices look like they're all coming from your one public IP address. Technically they could block anything from that one address. Depending on how your ISP handles it, the public address may stay the same for a long long time or it may change every time the router is rebooted.

    Can't be tracked by MAC address. Your IP address is the only address they can track and if your behind a router using private address space, your router's public IP is all they see. And that can be blocked along with any device on your local network that tries to attach. If you're cellular only, the IP address changes ever couple of hours to a couple of days at most.

    That's likely just support files for site functionality. An actual "super cookie", as they have come to be known is not even on your computer and you can't really remove it. They are attached to network packets after they leave your computer by your ISP. Verizon is the primary offender for this. More info here:
