There have been a few stragglers but the fuzz is so active that better success of being lucky occurs after 11 pm. They can be mostly found between 13th, 14th, 15th, Orange Ave and D Ave.

Try Fort Pierce, namely on Delaware by the Save-a-lot or cruise Orange Ave. Just watch out for the pigs because they definitely have that area on patrol.

I don't see them there often, but I once saw a guy pick up a SW on Indian St / Kanner, right by the bridge and the construction over there on the corner. I drive by that area often and haven't seen a lot of constant action, but I've seen people walking there more than once. I have not partaken myself though.
