    All that would do, is create dozens of offshore based websites that were devoted to sex advertising for profit.     A cop can do anything and still get away with it unless you record it. If you go for a incall, you will be busted as soon as enter the room regardless of LEO check or not. You don't even have to offer the money, just enter the room and you are in the locker. They can use your text messages or phone call record as proof in the court.

    There have been a lot of cases where cops would get down to business and sample a girl's services, then turn bust her right after he busted a nut.

    Happens quite often. If they're smart, all they have to do is lie and say it didn't happen. If they're not so smart, well. There's a reason this sort of thing has been documented so much.

    A LEO can do whatever he or she wants to make an arrest. Tennessee is one of the few states that does not have an entrapment law. Unless the accused can prove to a judge, it's basically your word against theirs. Who do you think a judge would believe?
