Doubtful that a Japanese taxi driver or hotel worker would be able to help you too much. You'll need some basic Japanese to get by unfortunately. Most will speak little English, but with translator apps nowadays I guess you could work it out.

An independent study and observation pertaining to this subject could probably "shed more light on that issue," if interested.

Japanese people have a reputation for providing high customer service. Chinese (and to a lesser extent, Korean) people don't have that reputation. Hence why.
