It's like fishing. Literally. You have to keep at it and grab their attention. Once they bite follow through with a meet and greet. Remember that you're one of many doing the exact same things. I've had limited success but I also keep expectations low and adjusted my standards for a simple conversation. You win some and lose more but it all depends on what you're looking for. Good luck.
