This seems to be a growing trend. I'm no lawyer, but it might have something to do with some Mama's or owners being hit with promoting prostitution charges. If the mama / owner doesn't collect a fee from the client, maybe that would eliminate that particular charge. Like I said, I'm no lawyer, and I could be wrong.
