GRAND RAPIDS -- About two months after an adult lounge opened along Highway 54, Town Board members are working on an ordinance to restrict such businesses.

Members of the Grand Rapids Legislative Committee are drafting an ordinance to regulate adult entertainment and adult-oriented businesses, Town Board Chairman Don Bohn said.

"There's a lot of background stuff we have to do," Bohn said. "Board members have to read and understand the case law; it's a lot of homework."

On April 12, the Grand Rapids Planning Commission approved a land-use permit for Speakeasy 54, 7330 Plover Road, identified on the permit application as a "gentlemen's club (with a) light food menu and bar."

Because the town has no ordinance on the books to govern exotic dancing -- and because exotic dancing is protected by the freedom of speech clause of the First Amendment -- commission members could only consider current zoning codes when making their decision, Town Attorney Dan Wood said.

"They can regulate the negative secondary effects of adult-oriented businesses," Wood said, citing provisions in the proposed ordinance that require adequate lighting to prevent unseemly or illegal activity and prohibit contact between performers and patrons. "They can't do it because they want to prohibit that type of legal activity."

Since the opening of the Prohibition-era-themed adult business, the Grand Rapids Police Department has not received any complaints about the establishment, and its owners have been very cooperative with law enforcement, Chief Dave Lewandowski said.

"We've been talking with the bar owners about every other week," Lewandowski said. "They're going to be meeting all the expectations of what we want. ... I've been pretty happy from what they've been doing for us."

Speakeasy 54 will voluntarily comply with all the proposed provisions, except one that restricts nudity, co-owner Joe Benner said.

"I want a well-lit parking lot; I don't want nudity on the sign," Benner said. "I want a classy place -- not just a strip joint but one of the nicest bars around. I want to keep the riffraff, drugs and nasty things away."

Any adult-oriented business located within the town before Town Board members adopt such an ordinance will be grandfathered, meaning the regulations will not apply to them, Bohn said.

"We're working through it, but it will be at least two or three months," he said. "It's not that we're dragging our feet on it ... but if it doesn't hold up (if challenged in court), there's no sense doing it."

Not long after Town Board members began investigating the possibility of such an ordinance about a year ago, the Grand Rapids Planning Commission approved a land-use permit April 12 for Speakeasy 54, identified on the permit application as a "gentlemen's club (with a) light food menu and bar."

Joe Benner, the club's co-owner, previously said he plans to abide by all the ordinance's provisions -- except the one that prohibits nudity -- and hopes the rules will keep "riffraff, drugs and nasty things away."

Benner did not attend Thursday's meeting, and the board did not receive any public comment on the issue before voting without any discussion.

Since the May opening of Speakeasy 54, a Prohibition-era-themed adult business, the Police Department has not received major complaints about the establishment -- though authorities did arrest one person for disorderly conduct last week -- and its owners have been very cooperative with law enforcement, Lewandowski said.

The rules will go into effect once the town publishes the ordinance as required by law.

"The rationale was if you don't create an ordinance that withstands a court challenge, it means nothing," Bohn said. "That's why we took as long as we did."

Anybody know who the meat was? I think I do. There were three girls working, two hotties and one a little more pudgy type, all young. Dare I say, I checked out one of the hotties. She was eager and green. This was last week, when I called her this week, no answer. Guess I know why.

Wausau backpage listings seem to have pretty much dried up since then, which seems pretty reasonable. Since the New Year, there's been a New Year's party knifing, a parking lot drug deal murder in a 3rd Ave. Bar, and a blown up house / suicide, so obviously Wausau's finest are prioritizing correctly by worrying about backpage providers. Seems extreme caution would be advisable for hobbyists in the near term.

WESTON - The Everest Metro Police department wants to stop prostitution from growing in Weston.

They hope to pass a new anti-prostitution ordinance.

The ordinance would let police address escort services that are suspected as fronts for prostitution.

It would require all escort services to register with the village and get a license.

"The elements of prostitution are sometimes hard to get in an investigation. This will be another tool, if we don't meet the elements of prostitution, just the fact that they're not licensed, will give us an opportunity to cite, fingerprint, photograph, and keep records in our data system," said Captain Clayton Schulz, of the Everest Metro Police Department.

An escort service would need to give the village their business information to get an license.

Escorts would have to go through a background check.

They would also have to keep track of clients and give that information to the village.

"Those things are going to be I think difficult steps for people in the prostitution business to complete and successfully obtain a license as an escort," said Schulz.

Police believe there aren't any legitimate escort services in the area.

They say this ordinance will allow them to arrest prostitutes advertised as escorts.

This will also let police interview prostitutes to find out more on prostitution and sex trafficking in Marathon County.

Wausau and the city of Rothschild are also looking to pass the same ordinance.

WESTON (WAOW) - The Village of Weston's Public Safety Committee considered a plan Monday night to regulate escort services.

Everest Metro Police presented an ordinance that would require escort services to be licensed, but more work needs to be done before the Village Board will take a vote.

Police say prostitution is a problem in the area that can be hard to find.

"A lot of these sites that are advertising on the Internet say they're for escort services but are actually being used for sexual favors," said Clayton Schulz, a captain in the Everest Metro Police Department.

That's why police are proposing escort services need a license to operate legitimately. They've pushed this idea through to the Village of Weston.

"There's an application process. There's a fee. You're going to have to be essentially licensed as a business," Schulz said.

Police say the ordinance would be another tool to investigate prostitution.

"It's going to be a difficult thing for someone who is actually in the business of prostitution to successfully accomplish," said Schulz.

Under the plan, simply posting an advertisement for an escort would be illegal unless the business is registered.

"So if we would solicit one of them from one of the ads we saw, the minute they walked in the door, if we were conducting a prostitution sting, we would already know they're in violation," Schulz said.

Violators would face a pretty hefty penalty. Specifics are still being ironed out, but police officials suggested a first-time offense would carry a fine of $1,600. The second offense would be $2,600.

The Village Public Safety Committee asked police to come up with a final draft to vote on later.

WESTON, Wis. (WSAU) -- Weston's public safety committee is looking at what steps can be taken to combat prostitution in the Metro area.

The committee got their first look at a proposed ordinance at Monday night's meeting. Everest Metro captain Clay Schulz says the proposed ordinance would give police the ability to crack down on 'escort services'. "We know that prostitution is advertised as an escort service, and they would be required to register and be licensed with the village and the city, and there's quite a few steps they'd have to go through." Anyone caught advertising for escort services without a license could be subject to fines or arrest.

Schulz says there's also an element of sex trafficking to be worried about, which is something that both state and federal law enforcement is trying to track down and eliminate. "I worked with the FBI not that long ago on a case that had local ties to a human trafficking case where there was a minor that was under the age of 18."

The measure is still in the preliminary stages, and Schulz says it may be some time before it's voted on. "At this point we're looking at a couple different ordinances. We're looking at tweaking and modelling them after our ordinances. The direction we got from public safety was to put together a draft and present it in front of them."

Schulz says local police would like to get one unified ordinance across all of the communities in order to make it easier to enforce.
