Okay, now. If you're coming out of a suspected prostitute's motel room, yeah, that's probably enough suspicion to detain you. Now, if you're detained, that's a little different.

My note: one of those states is Ohio. Here's the relevant law:
"2921. 29 Failure to disclose personal information.
(A) No person who is in a public place shall refuse to disclose the person's name, address, or date of birth, when requested by a law enforcement officer who reasonably suspects either of the following:
(1) The person is committing, has committed, or is about to commit a criminal offense.
(2) The person witnessed any of the following:
(a) An offense of violence that would constitute a felony under the laws of this state;
(b) A felony offense that causes or results in, or creates a substantial risk of, serious physical harm to another person or to property;
(c) Any attempt or conspiracy to commit, or complicity in committing, any offense identified in division (A) 2) a) or (be) of this section;
(d) Any conduct reasonably indicating that any offense identified in division (A) 2) a) or (be) of this section or any attempt, conspiracy, or complicity described in division (A) 2) see) of this section has been, is being, or is about to be committed.

(C) Nothing in this section requires a person to answer any questions beyond that person's name, address, or date of birth. Nothing in this section authorizes a law enforcement officer to arrest a person for not providing any information beyond that person's name, address, or date of birth or for refusing to describe the offense observed.
(D) It is not a violation of this section to refuse to answer a question that would reveal a person's age or date of birth if age is an element of the crime that the person is suspected of committing."

In all likelyhood most of this will be suspended, although you might be required to attend classes or something. Oh, and if it happens in your car you might lose your license for 6 months. Here's the bad news; if you're charged, well. You're most of the way to guilty. Forget that "innocent until proven guilty" stuff, you're a guy without much of a story as to why he might be going into a room belonging to Heather, a known prostitute, who in a very blatant way advertises her services on the internet, and you're accused by the police, whom the judge sees every day and probably plays golf with and likes, and you're facing the states attorney, whom the judge sees every day and is probably his kid's godfather. You might plea your way to M4 or an MM, but you're probably getting convicted of something. ESPECIALLY IF YOU TALK. DON'T TALK. THE POLICEMAN IS NOT YOUR FRIEND. HE IS NOT YOUR UNCLE. YOU ARE NOT GOING TO TELL A STORY AND HE'S GOING TO SAY "OH, IS THAT ALL? WELL, THAT'S NO BIG DEAL, IS IT? HEY, I KNOW HOW IT IS; JUST BE CAREFUL, OK?" THEY ARE NOT KIDDING WHEN THEY SAY "ANYTHING YOU SAY CAN AND WILL BE USED AGAINST YOU." If they ask you "why are you there? What did you come for?" well, you say "Officer, I know you're just trying to do your job, but with all due respect, I am not going to answer any questions. Am I free to go?" If they arrest you, you are still not going to answer any questions and you are going to ask for a lawyer. They are not going to make deals, not such that you'll walk free and face no charges, anyway. They might act like you've been charged with a serious crime, but you haven't. You have been charged with an misdemeanor of the third degree, which carries a maximum sentence of sixty days in jail and a $500 fine.

While detention requires only that police have reasonable suspicion that a person is involved in criminal activity, an arrest requires that the officer have probable cause to believe that the person has committed a crime. Although some states require police to inform the person of the intent to make the arrest and the cause for the arrest, [14] it is not always obvious when a detention becomes an arrest. Whether an arrested person must identify herself may depend on the jurisdiction in which the arrest occurs. If you are under arrest, you should mainly worry about not going to jail. As solicitation isn't that big a deal, well. You will likely be released on your own recognizance, at least if you have no further arrests. You know, and you didn't bring any contraband with you to Heather's, or otherwise have anything in your car you shouldn't. You might also get your car towed. Okay, well. If you do go to jail, you'll want to get out. Call a lawyer or a friend, have him post bond.

The LEO had reports on on this skaggy ass man looking ho bag! How or where those reports came from, I don't know! The fact are he was followed from the hotel in an unmarked car and stopped before he entered I-80 in a store parking lot. As I spoke with him today, he was not the only one stopped. And yes LEO can stop you anywhere and anytime for suspicious activity. Again, they have had info from someone at some juncture of time and supporting evidence of what Jstar is up to even consider making a stop.

Can you imagine the scene in the courtroom where a jury is listening to some street prostitute on a witness stand pointing at some average Joe and claiming "He paid me for sex!". It's just laughable.
