LAS VEGAS (AP). The company that owns the Palms Casino Resort said Friday it will pay $1 million in fines after employees of casino nightclubs accepted payments to supply prostitutes, cocaine and pain pills in a series of stings last year.

The Nevada Gaming Control Board detailed the shady dealings in a complaint filed Friday, and the owner of the Palms, FP Holdings LP, said it would to pay the penalty for failing to prevent the illegal transactions.

Among other offenses, the complaint said employees of NM Ventures LLC and NM Ventures II LLC, which operates the nightclubs, offered to sell undercover agents ecstasy, the prescription painkiller oxycodone, and $18, 000 worth of cocaine last March.

In one sting, a bottle runner at Rain nightclub agreed to track down prostitutes for a patron. After failing to find the women, the runner reached into a front pocket and produced $100 of cocaine for the undercover agent.

A Moon nightclub host responded to an undercover agent who asked for "party favors" by offering up "$100 of blow."

The commission worked with Metro Police on the stings. Police held off on making arrests during the operation, but some are now imminent, according to Lt. Dave Logue of the department's criminal intelligence section.

Authorities said they targeted the Palms because they suspected its nightclubs. The last comparable operation took place at the Hard Rock Hotel & Casino three years ago, Logue said.

Casino bosses were "concerned and disappointed" to learn of the activities apparently rampant at their nightclubs, Palms spokesman Alex Acuna said in a statement.

"We are resolved to address these problems comprehensively and decisively," he said.

At the time of the sting, the subsidiaries that ran the nightclubs were only partially owned by the Palms."They're now fully owned (subsidiaries) so we have a lot more oversight and visibility into the organization," Acuna told The Associated Press.

He said the Palms is also implementing mandatory drug testing, setting up a whistle-blower system and making changes in its security department to discourage employees from straying outside the law to meet customers' requests. The casino just west of the Las Vegas Strip is also installing "amnesty boxes" at club entrances, where patrons can dump drugs before entering the casino without fear of legal repercussions.

The $1 million fine must be approved by the Nevada Gaming Commission. The Palms has also agreed to pay $78, 000 for investigation expenses.

At Happy Feet, 10 reflexologists rub patrons' feet and hands in an open room.

A video monitor captures the activity, which owner Dina Han can watch from the reception area.

Han opened the reflexology business a couple of blocks from The Orleans in 2012. Now, she worries that a proposed ordinance will force her and the 10 reflexologists at Happy Feet out of business. She is concerned the proposal would cost her business that comes in late at night, much of it from casino workers after their shifts end.

Clark County officials are concerned that without regulations, illegitimate operators will pose as reflexologists to avoid the more stringent existing requirements to open a massage parlor. Both massage parlors and reflexology businesses have a reputation in the valley as potential places where prostitution can happen.

The Las Vegas City Council in December 2011 tightened regulations for reflexology clinics and massage parlors to combat trafficking.

Reflexologists have to get a county business license but one without any required training or background checks.

Reflexologists provide foot, hand and ear rubs based on the concept that they stimulate reflexes that benefit the body as a whole, providing overall benefits such as boosted circulation and an improved immune system.

The county's proposal would institute training requirements for certification and restrict the hours of operation for such businesses.

More than 1,000 people in Clark County are reflexologists, according to county estimates.

The proposal is intended partly to keep unscrupulous operators from calling themselves reflexologists to avoid the county's tighter regulations of massage parlors.

The county's proposal has drawn a mixed reaction from the reflexology industry that includes support for the possible changes and concerns about the effect on business.

Specifically, the proposed licensing requirements would restrict hours of operation to 8 am To midnight, and require new reflexologists applying for a license to have completed a course of study with at least 110 hours of instruction and 90 hours of practicum — hands-on training — or received a certification from an independent national reflexology testing entity.

Reflexologists would have to complete at least six hours of continuing education annually. The county ordinance proposal is flexible on the school and where reflexologists can prepare for their careers, with no requirement to attend a specific, identified institution.

Happy Feet is open 11 am To 1 am Daily. Han said limiting the hours and forcing her to close early would hurt business and her plans to expand into a 24-hour operation.

"What we're doing is soothing people's nerves," she said. "Our main purpose is helping people.".

Reflexologists who already have business licenses in the county wouldn't have to get background checks or complete the full training requirement, but they would still have to complete six hours of continuing education each year. New reflexologists would need a background check.

Under the proposal, certified reflexologists would be able to touch patrons only on the arms below the elbows to the hands, on the legs below the knees to the feet, and on the outer ears. They would also be required to work in an unenclosed room or an enclosed room with an interior window.

The ordinance also would forbid lewd activities, working topless, and the solicitation of sexual favors. Reflexologists also would be required to wear nontransparent, opaque clothes.

County Commissioner Chris Giunchigliani, who is proposing the changes with Commissioner Mary Beth Scow, said the measure would close loopholes that surrounding jurisdictions have addressed.

"I think there's justification for making sure they're fairly regulated because no one has any training per se," she said. "Just to call yourself a reflexologist — what does that mean?

Noting that there are bad actors in any legitimate industry, she said the proposal would give a skill set to properly licensed reflexologists and is intended to help, not hinder legitimate business operators in the industry.

Though the proposal would limit a business's hours of operation, a reflexology establishment could apply for a special use permit to waive that requirement.

The city of Las Vegas already has similar regulations for reflexologists, which include background checks, 110 hours of training from an accredited school or a certification from an independent, national testing entity.

Reflexology businesses can be open from 6 am To 10 pm In the city, closing up shop two hours earlier than the midnight time in the county proposal.

Han also worries that the training requirements will add financial hardship to workers. In her case, they are Chinese immigrants who face language barriers and are hoping for a better life in the United States. Customers pay $20 for a one-hour session, which is split between her business and the reflexologist, who gets $10 for the hour, plus tips.

"I'm just trying to make my own American dream," said Art Tien, 28, a reflexologist who made his way from China to Los Angeles and then Las Vegas.

Many of these workers have learned reflexology in China before moving to Las Vegas. The proposed ordinance doesn't specify individual schools for training and would give the county flexibility in determining whether a training program meets its requirements.

Others in the industry support a training requirement.

Nathan O'Hara, academic director of the Fu Zu Ba School of Massage and Reflexology in Las Vegas, said training for the work is necessary preparation.

"It's the art and science of using points on the feet, hands and outer ears to improve the health on various parts of the body," O'Hara said. "The concept is that every structure and organ in the body has a related reflex point on the feet, hands and outer ears.".

That concept has roots in China that date back some 4,000 years.

O'Hara said a training requirement would help the industry.

"There are just a tremendous number of reflexology shops," he said. "Some of them are truly reflexology and some of them are people that really haven't had much, if any, training.".

"I think in terms of public safety in terms of hygiene, people need to know what they're doing," O'Hara said. "It's not that complex, but if someone hasn't had any training, then it's not too good.".

Nevada Reflexology Organization President JoAnn Welland said it's important that the public understands what reflexology is.

It's not to be confused with massages and massage therapy, she said, and is a science that deals with the principle that reflex areas on the feet and hands correspond with all the glands, organs and other parts of the body.

It's also neither a substitute for clinical medical treatment nor a treatment for any specific illnesses, she said. It helps the body relax and improves circulation.

Welland expressed support for a training requirement for reflexologists.

The County Commission will face a decision on the proposal in February.

Casino workers have to get a working card called an "alcohol awareness card" if they deal with people and alcohol. Its a worthless class that just brings in revenue. Most of the people that serve alcohol can care less as long as the tips keep coming. I heard from a casino slot person that those Tito tickets that people just discard when it get down to less than a dollar, that the state picked up on it and now they claim them! She told me it can be several dollars at the end of the day.

Las Vegas will never legalize providers, because the casino wants that $ back.

Don't try this! Impersonating a Cop at an AMP.

This happened at the end of January 2014. Man goes into Sunset Spa on Sunset Rd and demands sexual favors, when the girl says no, he says he's a police officer and flashes a badge..a fake badge. He was no officer.

Actually, any type of action for me that is not a fixed amp location I have a cheep watch, no jewerly, no smartphone, minimal wallet, just cash one credit card and license in case of LE questions. Nothing you would have to explain if it was taken. You can always say you ledt your license and one credit card on the table at a resturant if question by your SO, hard to explain a watch or missing ring.

The cops can lie to you. They can call the girls regardless of what they put in their ad for a "disclaimer". They can do all of this and it won't give you a bit of help if you get arrested.

The best defense in this case, and I have said this probably 1,000 times, STAY AWAY FROM THE CASINO GIRLS! Vegas has so many well reviewed independent providers to choose from that will come and see you on zero notice you just don't need to take this kind of risk. Same goes for BP.

Was walking by Milk Teaze on Spring Mtn the other day and saw the eviction notices all over the doors. I always meant to stop in, but never made it. Now I guess I never will. Anyway, I know the place has been mentioned by some of you on here and thought I might save someone from making a wasted trip. I couldn't tell if it was closed due to LEO or not. But the signs definitely said the business had been removed and didn't mention anything about moving to a new location. Give me a shout if anyone knows of a new location. Well I'm not an attorney but couldn't help but do a little google research. More bad news for these two. If they want to make it a 'federal case' it appears possible. There was a case a few year ago in which a guy robbed a bank but also on a diff. Day a casino. On the casino part as well as bank, it was prosecuted by the Feds because in that case 'Carmitchel is facing one count of interference with commerce by robbery at the Bellagio'.

Years later it looks like he might avoid the rap indefinitely:

'Federal prosecutors should consider dropping robbery charges against accused Bellagio robber Scott Carmitchel because he is incompetent to stand trial, a federal judge said Tuesday. '.

It's the 'interference with commerce' that can get you. Probably most plead down but this does not sound good at all for them. She can try the 'Patty Hearst' defense and claim brainwashing from the guy etc. But recall Hearst got sentenced to 7 years using that defense.

Good luck, gentlemen.Thanks for the article shares. I'm not surprised that UNLV ranks high. So many girls around here will do anything but study and work to make a living. The main thing is that as long as the other shops in whatever area they're in don't complain about things or someone doesn't snitch (like in this case), everything should be fine. From the story, I want to think they're cracking down more in the Chinatown area. I think we all know to avoid it because of the tourist rates they give. But above all else, worry about yourself first. AMPs are likes hydra, close one and two more pop up.

Let's round the numbers in favor of your argument and say the US has a population 330 million and South Korea has a population of 50 million, so the US has 6. 6 times as many people. According to Johns Hopkins' COVID-19 website, as of this post, the US has had 11,525,149 cases and 250,483 deaths while South Korea has had 29,654 cases and 498 deaths. This means that while the US has a population that's 6. 6 times greater, the US has had 46 times the number of cases and 503 times the number of deaths. No matter how you cut it, that's just crazy.

Assuming Pfizer and Moderna get their TUAs by the end of 2020, the earliest we'll have wide-spread distribution of a vaccine is mid-2021 (remember, we have 200 million people to get vaccinated, and each requires two doses 15 days apart), and then it takes time for the herd immunity derived from the vaccine and the folks who were infected to take hold. My best guess is that it will be late 2021 or early 2022 before things start to get back to normal.

I'll cross my fingers, but I won't hold my breath.

The vaccine won't stop you from getting Covid19 we all are still going to get it eventually but the vaccine they will be giving to people is like an immune booster so when you do get it your immune system will recoginize it and kick into gear to fight off Covid19.

If you've already been arrested for solictitation prior in the state of Texas you're ass better think hard if ya want to continue seeing the chickies.

Your 2nd arrest for solicitation is jail and better have alot of money for a good attorney! Even with one your chances are very slim your still going to get the felony convictions with jail time.

Right now, case rate per 100 K in CA is about 20. In Tx, it is 50, in Fl, it is 90.Lots of mild or asymptomatic cases.

The only number that matters is deaths and severe lasting disability.

But even those numbers are grossly manipulated.

Sheeple going to believe what sheeple going to believe.

Anyone incapable of seeing that the media including Fauci is NOT impartial reporting of straight facts without an agenda deserves what they get.

My cousin is an Epidemiologist and I trust and respect his opinion. The way he describes it "The virus is so small wearing any mask other than an N95 is like putting up a chain link fence to keep flies out of your yard. ".

I won't live like a hermit. However, my elderly parents are both very high risk and they do rely on me for a lot of various things. So I do wear a N95 when ever out of the house to protect them.

A2.And avoiding heart disease is relatively easy (unless it is genetic) but I have not been in a Golden Arches in probably 10 years. Exercise, eat a well balanced diet and you should have a healthy heart well into your golden years. If you do the above you stand a greater chance of surviving covid. However, you could take it so someone who may not be as strong, such as an elderly parent.

The trend of throwing the book at the male is getting more and more severe.

And when you think about criminalizing the guys, it will likely be more effective. The girls know they are / were running a risk of a bust and accepted that risk because they need the money, but guys always assumed that they could talk their way out of the room if they were busted with a working girl. A sting operation was more dicey but those really are few and far between that most guys took their chances. This change is going to make guys rethink it because now a felony has to be reported when you apply for jobs and can show up on even a basic background check where, as a misdemeanor, it could be negotiated down to a lesser, more ambiguous charge that might not show up.
