(This so called newspaper is an absolute joke! I sometimes wonder if the Rockford PD runs it, this town is an absolute crime infested hell hole with nightly shootings, armed robberies all over the place and most likely the drug distribution capital of the Midwest but this paper never seems to mention anything about this but runs a story about a handful of guys looking for sex on a website who are no threat to anyone. Hey RRS, start running stories about all the violent criminals terrorizing your filthy third world dump there's a reason why Rockford ranked 9th most dangerous place to live and always ranks last for best town in the US to live in.)

ROCKFORD — A report released today by a Chicago group about men who buy sex in Illinois shows that Rockford was the city with the second highest number of posts by solicitors of prostitutes — 'johns' — on the USA Sex Guide website for three months in 2010.

See the report at caase. Org / demandreport.

Rockford had 286 posts compared with Chicago, the highest, with 1, 368 posts, according to the report by the Chicago Alliance Against Sexual Exploitation. The report — Research Release: Online Forums for Men Who Buy Sex in Illinois — says that the USA Sex Guide is more popular in Rockford than in any other USA city, including Chicago, Los Angeles and Honolulu, in terms of unique visits to the website.

The guide ranks No. 217 in popularity of all websites among residents of Rockford, the report says.

In the report, johns detail where they buy sex from women and girls, how they evade law enforcement and what law enforcement efforts deter them.

CAASE said in a press release the research can 'inform more effective ways for law enforcement and communities to address the demand for prostitution. '

Prostitution arrests in Rockford declined 18. 4 percent to 436 in 2012 compared with 2011, according to Rockford police. By far, most of the arrests are for women charged with prostitution, said Lt. Patrick Hoey.

Police were more focused on arresting johns when the Weed & Seed programs were in effect in Rockford. But federal funding dried up, and such efforts have lagged, said Jennifer Cacciapaglia, city attorney.

Even so, Joe Bruscato, Winnebago County state's attorney, said laws have been strengthened the past few years against sex solicitors. Those convicted face having their vehicles seized, higher fines and longer jail sentences.

More details on prostitution in Rockford will be published online and in the Register Star on Jan. 20.

Georgette Braun: 815-xxx-1331; gbraun@rrstar.com; atGeorgetteBraunThey also ran a segment on the news. Kinda sad where being on a site gets news.

Notice how they wrote women and girls to imply pedophilia despite none of that going on here. The anti- crowd loves to confuse the issue. It's not a consensual act. It's sexual exploitation. Except there is real sexual exploitation out there, but resources are being wasted on making sure women who choose to make money in a certain way are punished. Either directly through criminal charges or indirectly by attacking the demand (which they bragged about in the TV report) which means they have to charge less (what happens anytime demand is cut but supply is not) and have to be less worried about screening (which obviously puts them in more danger).

If this organization was truly interested in helping the exploited, they would be trying decriminalize it. It is harder to exploit someone when they can call the cops on you without fear of reprisal. But no. They don't give a damn about real exploitation. They might do something with it, but obviously aren't focused on it if this website is a concern of theirs. It is all about imposing their morality on others. Not making things better for the women they claim to help.

We all know Rockford is slim pickings for quality, good looking providers. Geez, if we had all that business, they would be coming from Milwaukee, Madison (my favorite) and Chicago.

ROCKFORD — Boyd Glovier has worked with police and neighbors to reclaim his neighborhood from the pimps, prostitutes, drug dealers and gangs that frequently disrupt the lives of hardworking residents.

And after 15 years, the Take it Back Neighborhood Association he leads has some notable wins in shutting down drug and gang houses.

But the sight of desperate women and girls in skimpy outfits strutting south down Parmele Street toward Broadway remains all too common. Glovier sees prostitutes from his front porch as they troll for johns — people in cars with license plates that, he notes, are often from Wisconsin who come looking to buy sex.

So Glovier cheered when police Chief Chet Epperson urged commanders last week to step up enforcement on street-level prostitution.

'They have been cracking down, doing more undercover stuff, and it will help, ' Glovier said.

After Epperson urged the crackdown during a Compstat management meeting, he went out Aug. 15 and arrested a woman wanted on a warrant for prostitution.

After approaching the black SUV Epperson was driving, he learned that the woman, Rebecca Zeller. 27, was wanted for failure to appear in DeKalb County court on a prostitution charge. He later confirmed the warrant.

On Aug. 18, M3 Streets Team officers conducted an undercover operation that netted eight women on prostitution charges.

Another sting Friday resulted in three more arrests: XXXXXXXXXX, prostitution, battery and possession of drug paraphernalia; XXXXXXXXXX, prostitution and possession of drug paraphernalia; and XXXXXXXXXX, 48, prostitution and battery.

'It's horrible, it's deteriorating and devastating to a community, and in the opinion of some business owners who have spoken to me, it's disgusting to have prostitutes frequent the area, ' Epperson said.

He urged officers to crack down on prostitutes and the people who look to buy sex from them. But the recent stings have not resulted in the arrest of those looking to buy sex — viewed by advocacy groups as a more effective deterrent than arresting prostitutes who typically are already living in desperation.

The Chicago Alliance Against Sexual Exploitation promotes an 'End Demand' approach to prostitution enforcement. It cites research showing that men who buy sex consider changing their behavior when they are the targets of police enforcement.

The organization says enforcement is less likely to change the behavior of prostitutes, who often are victims of abuse or are drug addicts.

In the past, Rockford police have worked with the Winnebago County Sheriff's Department to conduct hotel-based stings targeting johns. Arresting street-level prostitution customers is more difficult, costly and dangerous, Lt. Patrick Hoey said.

And the public complains about prostitutes walking their neighborhoods or driving business away from their storefronts, Hoey said.

Arresting sex-solicitors requires female officers to pose as prostitutes.

'Some johns won't make a deal with the officer standing outside the car, so you really have to, if you want that, have the undercover officer get in the car, ' Hoey said. 'And now an officer is in a moving car, that's a lot riskier. '

According to earlier reports the police were called by the different hotels thinking the girls were working.Yeah, I saw that too. If you think about it, if the hotel management is even semi paying attention, it wouldn't be too hard for them to spot a woman 'working' out of one of their rooms, so this should be a surprise. That they're willing to risk bringing that sort of potentially negative attention onto their establishments is. Guess they want to have the cops think they're not turning a blind eye to providers. A sad development, however it plays out, for those of us who like to visit instead of being visited.

Actually I have some experience in this. The hotel manager has little modivation to remove a guest unless someone complains. If the provider is reasonabally discrete, and no other guest complains, it is a win-win for both the provider and the hotel. A property I was involved in previously generally had one or even two guests that were suspected of 'entertaining' but it never became a problem until there was a complaint.

In my business I come in contact with many hotel property owners and operators too.

A small but popular "lovers hotel" can make the owner a a great deal. And most of all the cash flow is just that, cash.

I know the family that owned two small hotels way out west on State street in Rockford for years. One side was for weekly and mothly renters (read section 8) and the other side was for short term rentals. That family used to NET $12,000 per month, and that is just the amount they admitted to! Remember that is after all the operating bills are paid. Not a bad return on an investment of $400,000 or $500,000.

Idiocy.

What happens when you remove demand without removing the supply? Prices drop. So, these women will make less money while not changing their business. And because of the stigma and legal trouble, I think it's fairly safe to say that most these women probably would be doing something else if they could make comparable money. So, hey, they might not be able to feed their children, keep their apartment, or stay off of food stamps, but at least the Star gets to feel morally outraged.

Who is afraid of getting in trouble with the law? People with things to lose. Scare them away and all you have is those who don't give a shit. So, a provider might have turned away this creepy looking guy, but with demand going down and an abudence of supply, she can't afford to turn him down. Guy looks like he might beat the shit out of her? What is she going to do? The respectable guys have been scared away, and she still has bills to pay.

Let's not forget safety caps. It's always best to wear one, but with greater economic power (thanks to less buyers) customers can make more demands to play without one.

If the Star or anyone wants to stop it, well, it's not going to happen. You might as well try to stop people drinking or being gay. Just because it's not your thing doesn't mean others don't enjoy it.

If the Star or anyone wants to help these women (and men), then legalize it. Imagine how much better these people's lives would be if, after taking a beating instead of getting paid, they could call the police rather than doing nothing. Fuck, imagine how much better their lives would be if they weren't arrested for doing their job because the majority of people think it's icky.

I'm sure someone would go, "And what about sexual exploitation? Shouldn't people not be forced to do something against their will?" Try not to smack these people for either being complete fucking idiots or slimy assholes which use sexual exploitation to further their agenda against other things. Of course, sexual exploitation would still be illegal. Consenual sex being legal has not stopped rape from illegal. And while rape is often underreaported and often not taken seriously enough when it is, no sane person would suggest the answer is to make consenual sex illegal. Why does it make sense when money is involved? It's not even a metaphor, but literally the exact same issue. Make it legal. Let the cops go after bad guys instead of men and women just trying to make a living and other purchasing their services.

World Wise

RockfordGuy I have to give it to you. Your reply was well thought out and point on. The opinion piece in the local rag was like looking at the top inch of water in a ten foot deep pool. If anyone thinks these women are out there for the 'sport' of it, they are just wrong. The root problem for 99% of the providers we see is drugs. As long as drugs are available cheaply, and as long as people have problems, prostitution will grind on. But it is a lot more easy for the nice educated ladies from the good neighborhoods to point out the "nasty ladies" on the corner, than it is to attach the root cause, drugs. Period.

what do you guys think?

to[deleted by admin]

human trafficking is a horrible crime, forcing **** girls and women to prostitute themselves. what is interesting is that prostitution is legal in some counties on nevada. do you know anything about the statistics relating to human trafficking there? i loved your article by the way. what i do not agree with is your statement that all escorts / sex workers are trafficked. many do so of their own free will, because they like to do so. it's kind of like swinging for a fee. or seeking casual sexual partners for a fee. swinging or casual hookups may not be your thing and you may find it repulsive, but here in our free country fortunately most of the time people can live whatever lifestyle they choose without government interference. i believe that is part of the constitution: life, liberty and the pursuit of happiness. i understand that you find prostitution morally reprehensible, but that is your opinion. sex workers have another opinion. you might not agree with their lifestyles, but they still have the right to live the way they choose. heck i would not want to be an it person. that would bore me to death and i think anyone who likes math and science must be a bore too. i do not want to pursue that sort of work, but i don't support it being illegal. you probably feel that stripping and porn should be illegal too, because in your eyes it involves the sexual exploitation of women. some woman want to be seen as sex objects. that's their choice. you don't have to agree with it, but neither you nor anyone else has the right to force your opinions on someone else. their lifestyles shouldn't be considered a crime just because you don't agree with it and wouldn't choose it for yourself. that's what being an adult is all about. we listen to our parents and follow their rules, because we are children and have no choice, but when we are grown ups our parents don't have the legal right to dictate how we should live our lives. do you understand where i'm coming from? it's very simple. everyone has the right to choose how they want to live. if there's not victim there's no crime. i find it ironic that having casual sex is legal, but putting a price tag on it is. it's actually empowering for some women to charge a fee for their sexual companionship. i personally don't care for casual hookups, but i like being a sex worker because i'm getting something from the exchange. i enjoy sex, i enjoy making a good living doing what i love and i also i don't have to go through the head aches of dating or casual hook ups. what you could do is compare it to abortion. isn't it true that women should have the right to decide what to do with their own bodies (abortions) without government interference. you're a feminist right? same thing should apply to sex work. no one is saying that human traffickers who force women or **** girls to have sex should be legally allowed to do so. what we in the sex worker's rights community are saying is this. prosecute the human traffickers and let everyone else who chooses to do or to pay for sex alone for gosh sakes. i advertise on backpage and no one is forcing me. i also know lots of sex workers who advertise on backpage who do so of their own free will. some sex workers make a good living. i happen to charge $200 an hour. some ladies charge $300 to $1000 an hour. does this sound like exploitation to you? i know i'm not going to change your mind, which is too bad, because we both are feminists. i'm only assuming you are. i just happen to be a sex positive feminist and you are from the old school. but i did want to let you know how it is in the sex working world. not every sex worker is forced to do so, some are, but not all of us.

What do you guys think?Debbie,

You make very good points, and they are more likely to make an impact coming from an actual sex worker, so kudos for that. It's important to connect prostitution to casual sex, as you do. (The philosopher Ole Martin Moen did the same in his paper "Is Prostitution Harmful?) And I REALLY like how you defend against the exploitation objection. Instead of arguing that women are not exploited, you (rightly) argue that exploitation is nothing to be criminalized, noting for example that some women WANT to be seen as sex objects. I would add that even when it's not their ideal choice, nevertheless exploitation of workers of all trades (whether by consumers or by high-level management) is an inextricable part of capitalism. We tolerate it because citizens need to be able to sell their skills to make a living.

I just have one minor quibble, which is that even though you start off by arguing exploitation shouldn't be criminalized, later on you make a different argument that not all prostitution is exploitative, as evidenced by the high prices charged by some independent operators like yourself. I don't disagree with your point, but the way you wrote it, it seems like you backslide from your original stance that exploitation is acceptable in some circumstances. I wish you would have stressed that women should have the right to charge as little or as much as they want.

But other than that minor quibble, I very much like what you wrote about the subject. Nice job!

From the article.

"We know these girls are likely victims of drug addiction, of abuse, they've been trafficked into the business and so we're trying to reach out and identify those that we know are in the circumstance that they don't see any way out of," Rockford Police Assistant Deputy Chief Doug Pann, said."

So my question is how are they helping these girls? Are they getting them counseling and treatment. Are they getting the support they need? Or are they just getting arrested and given a record that scars them for life? Are the police giving them decent housing or feeding their children? Are they going after the pimps and traffickers to really put an end to this or are they just going after low hanging fruit?

What about those who are not on drugs or abused? What about those who are just making a living? Do the police say to them,"oh you and your john are just consenting adults, so we'll leave you both alone. "?

I don't think anyone would have a problem with the local government and communities really helping those in need. I don't think anyone would have a problem if they went after the sources of drugs in Rockford. But consenting adults should be left alone. Otherwise it's just BS propaganda.

Looks to me like the RFPD and that woman specialize in trafficking false hope and support. Here's a tip. If you want to kill weeds you don't just pull off a few petals on the flower head. You go after THE ROOT. Next make your garden stronger (education). And don't try to demonize wild flowers (consenting adults) as weeds and maybe you'll be seen as having some integrity.

I saw this headline on the paper while I was getting gas, then decided to read the story online. I wonder if they're really dense enough to think that busting people people who want to pay for sex hasn't been tried before, with no success?

Go after the pimps and the other people who make a profit off abusing women, or would that take some honest police work?

Posted today Feb 12 2017 http://www.wifr.com/content/news/Man-robbed-while-meeting-woman-he-met-online-413534883.html.There were several of these types of online hookup robberies here a while back, nothing new. Not to mention all the other armed robberies to businesses and citizens which occur here each day, Rockford is truly a dangerous city now, things are not getting better, so keep this in mind. Also, Lake County did a sting over the weekend, placing fake online ads on a unnamed internet site, all the unsuspecting Johns photos were posted in the papers today.

Yes, Rockford had several examples of trick rolling in 2016. One of the ladies involved is set to be sentenced for it on 2/23 at 9 AM. A second one is already in the DOC for it. This one Sat is first current example that I have seen reported lately.

Read on the internet that they are giving up on trying to keep Asian spas out. Mayor said to hard to enforce and catch them. I wish more towns felt that way.

I haven't found anything like that in all my searches, including the paper and tv stations. Would be wonderful if true.

I know the Ming Spa lady didn't do extras, so they're nailing her on a license violation. I'm really sad that the lady from the Good Luck Relaxation Spa got busted. She was very cool and pretty discrete. I think she may have dropped her guard a little over time, but who knows. Never made it to Angel Spa.

If I remember right, in the last go-around, the Asian ladies had a Chicago lawyer who got their charges reduced fairly significantly, but the last I heard from any of those ladies they were in NYC and occasionally in Chicago. Makes me sad that I was never able to see any of them again.

Even though I haven't been down there in a while, I'm really fuckin' bummed about this.

I was at Angel once and got a nice l1 finish but she walked on my back and it was sore for a month. Nice lady though. Good Luck had the youngest and prettiest girls I've seen but that was 2 or 3 years ago. SO SAD!
